The creative mechanism

The Kazakhstan precedent of creation of new shape of the state, systematic and scale building of objects of cultural and community appointment, social infrastructure and habitation is till now a subject of a positive estimation of all efforts applied in this direction for many detached onlookers.
And if, despite all complexities of the post crisis period, level of cumulative investment activity of the state and a private sector in housing construction sphere continues to remain up to the mark it means that the country makes considerable efforts that the domestic factor has appeared to positive components in positive character of the general creative process.

Delay of rates of investment activity in economy including in sphere of housing and other building, is a characteristic sign of post crisis "swing" in universal scale. Judging by estimations of the experts, remaining problems on a labor market, a high public debt and increase of deficiencies in the European countries and the USA constrain investment activity of the developed countries and the large companies, compelling them to carry out more careful investment to the policy concerning the countries with emerging markets.
In these conditions in Kazakhstan one of the basic accents of a social and economic policy is made on realization of the Government program of support of housing sector that has allowed to increase a share of own means of the domestic building companies and the state budget in total amount of investments into the given sphere. Thanks to it rates of increase of housing construction in Kazakhstan still remain impressive in comparison with a situation observed in other nearby countries.

According to the Agency of Statistics of Republic of Kazakhstan, past year it has been put into operation about 6,4 million square meters of habitation that on 3 % more than the planned level. Only in Astana at the expense of all sources of financing for last year about 237140 square meters of habitation, i.e. 1986 apartments have been placed in operation. Thus in January - February, 2011 the volume of the investments directed on housing construction, has made an order 5564, 5 million tenge. In total amount of investments into fixed capital of the companies the share of the means mastered by housing sector has made as a whole 23,1 %.


It is necessary to notice also that along with typical city building the share of individual housing construction grows in capital also.
Level of this sphere in comparison with the former period (2,7 %) has considerably grown and has made 4 %. It means that life isn't necessary on a place, and people still continue to create a material basis of the future in spite of any economic crises.

According to Department of statistics of Astana city, for January - February of current year by the enterprises and the capital organizations it is executed contract works for a total sum of 10428,2 million tenge. Thus the greatest relative density in the given volume is occupied with the civil work executed by private contract organizations (70,4 %).
The small organizations with number of workers to 50 persons have executed an order of 39 % of amount of works, averages to 250 persons-16,7 %, large with number of workers from 250 and above - 44,3 %. In structure of contract specificity basically dominate construction kinds of works - 99,5 %. And on a share flowing and major repairs it is 0,4 and 0,1 percent accordingly.
Prevalence of civil and erection works in the general structure speaks character and dynamics of the building where accents are directed on erection of new housing complexes.

Meanwhile during the current year, according to the commission of the Head of the state, there is begun realization of the new program on support of housing construction and mortgage stimulation.

Within the limits of these steps during the current year in the country it is planned to construct an order of 6 million square meters of habitation at the expense of attraction of all possible sources of financing. In a structural cut it will be as follows: about 500 thousand square meters of habitation it will be financed from the budget, an order of 2,3 million square meters with participation of share building, 400 thousand at the expense of realization of commercial habitation and 2,8 million square meters activization of individual building.
Judging by this data, the new format of a building policy of Kazakhstan during the current year assumes realization of the planned plans at the greatest attraction of the means which are not concerning the budget. Thus building of inexpensive habitation or calculated on more various strata of society within the limits of system of housing savings, obviously, will be one of mainstreams of this policy having a concrete social orientation. It is necessary to notice that it is an essential step towards maintenance of normal living conditions for many thousand our citizens, whose financial possibilities don't allow them to get expensive habitation.

Now there are three basic directions of the state support of housing construction were defined. The first as it has been told above is the inexpensive habitation, the second is funding of banks of the second level for financing living sector and the third is development of engineering communications.
And if concerning the two first directions today it is much told and written, how events in sphere of building of an engineering-communication infrastructure will be developed, it is explained much less often. Meanwhile this is one of difficult capital investment spheres on the point of view of investment. And many hopes are assigned today to more active attraction of the mechanism of state-private partnership.

Taking into account actualization of mechanisms of state-private partnership as in economy development as a whole and housing sector in particular today Government of Kazakhstan generates the list of the objects offered to transfer in concession for the intermediate term period. In the given list there are also road projects in particular successively on building and operation of such sites as Almaty - Kapshagaj, Astana - Karaganda, Tashkent - Shymkent and also introduction of so-called intellectual-transport and payment system on a site of a line Astana - Shchuchinsk.

Besides at a preparation stage there are projects on building and reconstruction of a highway of Almaty-Horgos, and also the Big Almaty ring highway.
With a view of the further optimization of use of private investments in the course of creation of an infrastructure of these and tomorrow's days the Government has developed the project «The branch program of development of state-private partnership in the Republic of Kazakhstan for the intermediate term period».
